Looks like it's still Martin O'Malley (D)O'Malley also sought to abolish capital punishment in Maryland. This did not prove achievable, but he did obtain approval of, and added his signature in May 2009 to, a bill that limits its use to cases in which a defendant confesses on videotape to the murder with which he or she was charged, or to cases in which DNA, biological, or videotaped evidence conclusively links the defendant to the crime.
